He has been engaged as a Delay Expert across a broad range of sectors, including oil and gas, petrochemicals, infrastructure, transport, healthcare, residential, hospitality, and heavy civil engineering. His core competencies lie in planning and scheduling, project controls, forensic delay analysis, dispute resolution, and the preparation and defence of extension of time (EOT) claims.

Lee has authored and rebutted over 180 independent expert reports relating to time-related disputes and has been repeatedly appointed as an independent expert to provide opinion on delay, disruption, planning, and programming issues. He has given oral evidence under oath and has been cross-examined in both in-person and virtual arbitration proceedings.

Lee holds the Advanced Professional Award in Expert Witness Evidence (APAEWE) from Legal Experience Training, a qualification that demonstrates advanced competence in the roles, responsibilities, and duties of an expert witness under civil procedure rules and international arbitration frameworks. In addition, as a Practising Member of The Academy of Experts (MAE), Lee adheres to rigorous professional and ethical standards, further reinforcing his credibility and independence in expert witness appointments.

Lee’s credibility as a Delay Expert is reinforced by his practical understanding of construction gained early in his career, providing him with the ability to bridge the gap between technical analysis and real-world project execution. He is also a sought-after speaker, delivering seminars and workshops on planning and delay analysis to both public and private audiences.
